WHY COOK COUNTY HOMEOWNERS OVERPAY

Cook County Homeowners Often Overpay Their Property Taxes

Cook County homeowners often pay higher property taxes than necessary because their homes are overassessed.

Property assessments are determined using mass appraisal systems, which means inaccuracies and outdated property data can lead to inflated valuations.

If your home is assessed above its true market value, you may qualify for a Cook County residential property tax appeal that could lower your tax bill. Our experienced attorneys and property tax professionals help homeowners challenge unfair assessments and pursue tax reductions through a data-driven appeal process.

OUR PROCESS

Our Cook County Property Tax Appeal Process

What you do, and what we do

  • You: check your property free on this site, then sign up online.
  • We: build the evidence and file your appeal in your township's windows, usually at the Cook County Assessor and then at the Board of Review, and tell you each decision.
  • We: if you bought your home recently for at least the Assessor's market value, file at the Board of Review only, and tell you why.
  • We: if the Board's decision is still too high, tell you whether an appeal to PTAB, or a tax objection complaint in the Circuit Court, is worth filing; you decide, on the same fee terms.
  • If your assessment is reduced, the lower tax shows on your second-installment bill the following year. We invoice our fee, 25% of the first-year savings, after that bill is issued. If there is no reduction, you pay nothing.
  • Keep paying your tax bills on time while the appeal is decided. A reduction lowers a later bill; it does not pause the one you have now.
  • Next year: you can appeal every year, not only in your reassessment year.

ASSESSMENT ISSUES

Common Reasons Homes Are Overassessed in Cook County, Illinois

These are the patterns we look for when reviewing a property. Many appeals combine two or more of them.

Similar homes are assessed lower

Your home's assessed value per square foot is higher than similar homes nearby. Assessments are supposed to be uniform.

The Assessor's value is above what your home would sell for

A recent purchase price or appraisal below the Assessor's market value can show the value is too high.

The county's record of your home is wrong

Wrong square footage, rooms, basement, garage or property class can raise the assessment.

The condition is not reflected

The Assessor rarely sees inside a home. Damage, needed repairs or a layout that works poorly can lower its value.

The market has changed

Assessments can lag behind a falling market or a change on your street.

The lot or location

An odd lot shape or a busy road nearby can lower a home's value.

Missing exemptions

A Homeowner, Senior, disability or veteran exemption you qualify for may not be applied to your bill.

How It Works

How Your Fee Is Calculated

An example, not an estimate for your home: a $500,000 home whose assessment is reduced by 10%.

1

Calculate Assessment Reduction

Market value of the home$500,000
Assessment level for homes10%
Assessment before appeal$50,000
Assessment after appeal$45,000
Assessment reduced by$5,000
2

Calculate Tax Savings

Assessment reduced by$5,000
× State equalization factor (2025)3.0300
× Tax rate7.222%
Annual tax savings$1,094.13
3

Calculate Amount Due

Annual Tax Savings$1,094.13
Contingency Fee25%
Our Fee$273.53
You keep (first year)$820.60
If the lower value lasts:
SavingsOur feeYou keep
1 year$1,094.13$273.53$820.60
2 years$2,188.26$273.53$1,914.73
3 years$3,282.39$273.53$3,008.86

Years two and three assume this year's tax rate and factor. Both change a little each year.

For a home, a reduction usually stays in place for the rest of your township's three-year reassessment cycle. The county can change it in a later year, so we review your assessment each year. You can appeal every year, not only in your reassessment year.

The state equalization factor is a multiplier the Illinois Department of Revenue sets for Cook County each year.

Example rate: tax year 2025, Cook County tax code 10043 (Cook County Clerk, 2025 tax code rate report).

Have the Homeowner Exemption? The savings are the same. It takes $10,000 off the taxable value before and after the appeal, so this home's bill falls from $10,219.13 to $9,125.00: the same $1,094.13.

If you have the Senior Freeze, an appeal may lower your bill by less than it lowers your assessment. We check this before we file, and our fee is 25% of the first-year savings that reach your bill.

For comparison: for tax year 2025, residential appeals that received a reduction were cut by 9.2% on average at the Assessor and 6.4% at the Board of Review. Most appeals received none. These are county-published outcomes for every owner who appealed.

An illustration only. Your savings depend on your own assessment, your tax rate and what the Assessor or the Board of Review decides.

Questions homeowners ask

Not if you own the property in your own name: filing is free, and you can file at the Assessor, the Board of Review and PTAB yourself. If a company, such as an LLC or corporation, owns it, or a condominium association appeals for the whole building, the Board of Review and PTAB require an attorney.
Keep paying your tax bills on time while the appeal is decided. A reduction lowers a later bill; it does not pause the one you have now.
Rarely. The Assessor and the Board of Review review appeals for reductions, and an increase after an appeal is uncommon. We review every property before we file, and we do not file where an increase is a real risk.
No. A successful appeal lowers your assessed value for tax purposes. It does not change what your home is worth or what a buyer may pay for it.
Yes. Each year, before your township's filing window opens, we send you a new agreement by email, and by text if you agreed to texts. We file that year's appeal only after you sign it. Each appeal's fee is 25% of its own first-year savings, only if your assessment is reduced.
If you have the Senior Freeze, an appeal may lower your bill by less than it lowers your assessment. We check this before we file, and our fee is 25% of the first-year savings that reach your bill.
